boiler maintenance for 18-unit multi-family building

I'm pretty knowledgeable as our "resident expert" on many maintenance items in our 18-unit cooperative in Adams Morgan, including how the boiler system works. That said, I'm not an expert or tradesman. The system has been working flawlessly the last several years. The system checks the outside temperature every hour and that function DOES work as we've monitored that it comes on for a time period that is supposed to be based on ta combination of the control panel settings and outside temperature. That said, it doesn't seem to be staying on long enough and many apartments, especially those furthest away from boiler in the back of the basement, including the first floor, reporting radiators that don't get hot during the cycle. Some questions:

1.) Is our outdoor temperature sensor working properly? 

2.) Can you locate our second temperature sensor, the one inside the system that detects the temperature of the returning, condensed water? We have no clue where it is. Is that sensor working properly?

3.) Why would different radiators in the same apartment heat up very differently, time-wise? Why would different apartments on the same floor heat differently, time-wise? Can we do anything to make the rate of heating more regular across a single unit, and/or the building?
