Need three pop-up drains installed at the end of underground lines that empty our gutters into the lawn

When they redid our siding, the contractor turned off the water to our hose bib. Now, we can’t get it to turn back on. Likely need to have someone with a camera look through the pipe to see what’s going on and where the shut-off is.
