Dog trainer

I need help with retraining my dog to walk on a leash. He's become unmanageable and it's unsafe to walk him. He lunges at people, cars, etc. barks aggressively and pulls very hard. He's a 4 year old chocolate lab. As a puppy he was very scared of loud car noises and only walked to do his business. Now, trying to walk him has become impossible and unsafe.
